Recognizing outstanding local paramedics

It was an absolute pleasure to present a congratulatory certificate to Ottawa paramedics François Jacques and Stephen Welsh for both being awarded the Ontario Medal for Paramedic Bravery this year.

The Ontario Medal for Paramedic Bravery honours paramedics who have demonstrated exceptional courage and selflessness in the line of duty. This incredible honour recognizes those who have put their own safety at risk to protect and save the lives of others, exemplifying the very best of public service.

Here is their story:

On October 18th, 2025, Paramedics Jacques and Welsh responded to a call involving two people who were being attacked by an aggressive dog. When they arrived, they encountered a dangerous situation as the dog had caused severe injuries and remained an active threat to both the victims and first responders.

With no animal control equipment available, Paramedic Welsh acted quickly, using a mirror as a shield to help contain the dog before physically restraining it. At the same time, Paramedic Jacques safely removed the injured individuals from the apartment. It later took six officers to safely remove the dog from the apartment, highlighting the extraordinary danger that the two paramedics faced.

Thanks to the courage, quick thinking and decisive actions of Paramedics Welsh and Jacques, the victims were able to receive the help that they needed. Their bravery represents the very best of emergency service and community care.

In addition to meeting Paramedics Jacques and Welsh, it was also great to tour the Ottawa Paramedic Service HQ and 911 centre, and meet with members of the service and dispatchers who help our families and neighbours every single day.
