On August 10, 2022, Stephen reintroduced his Private Members Bill, Stopping Harassment and Abuse by Local Leaders Act for the third time.

The Bill, if passed, would create a process to remove a Mayor or City Councillor from office for egregious workplace violence or harassment.

The Bill previously passed second reading but was not given a committee hearing or voted on for third reading and died when the government called the election.
